In 2003, Dr. Millo led the founding team that launched SiTEL’s first product, a learning management system for healthcare. Since SiTEL’s launch, Dr. Millo has overseen a major expansion of staff and products. Dr. Millo established SiTEL’s Serious Games team, leading the development of Code Orange, a 3-D multiplayer game, which trains hospital staff and first responders in crisis management. He served in the Israeli Air Force as a Rescue Team Commander; completed medical school at Caregi Faculty of Medicine, Florence, Italy and trained in general and vascular surgery in Tel Aviv, and in plastic surgery in Jerusalem, Israel. He completed a fellowship in pediatric plastic surgery in Vancouver, B.C., Canada. Dr. Millo also regularly goes overseas to volunteer with Operation Smile.

As the Director of Learning Management, Joyce Donnellan brings over two decades of experience in critical care nursing education and professional development to SiTEL, Medstar’s Simulation and Training Environment Laboratory. She oversees the development and operation of SiTEL’s learning management system. Ms. Donnellan specializes in the development and integration of the learning management systems in complex and decentralized environments. She has extensive experience in education and training, including the development of curricula for both live and e-learning platforms. Ms. Donnellan enjoys collaborating with program directors, educators, and other stakeholders to develop training events and effective curricula. Her research endeavors include studying the impact of online learning on organizational behavior, as well as the integration of educational games into curriculum development. Joyce has presented nationally on e-learning topics, and on innovation in emergency preparedness training. She earned her Master’s of Science in Nursing degree from George Mason University.

Pramod Malhotra has over fifteen years as an information technology manager, executing web development, web delivery and QA initiatives. He has created and led multiple DEV & QA organizations at Adobe, Macromedia and Verizon. Pramod’s experience also includes employing operational strategies to promote organizational growth and optimal utilization of emerging technologies. Prior to SiTEL, Pramod was with Asurion Corp. in San Francisco, as Director of Engineering, Mobile Applications. As a consultant and entrepreneur, he specialized in web development strategy initiatives. Early in his career, Pramod built and led large teams of developers at Macromedia/Adobe. He started the Macromedia office and web team in Columbia, MD in 2000, quickly earning the responsibility to lead the global web team. He coordinated development between U.S. and India, setting up Macromedia’s India office in 2004–2005. As a member of the Architecture Board at Macromedia/Adobe, Pramod was responsible for making infrastructure decisions involving software, hardware, networks and bandwidth for adobe.com.

Dr. Libin leads the research efforts of interdisciplinary teams working across health care, medical training and education, and cybertechnology. Dr. Libin works as a PI and a Co-PI on various clinical, educational and multimedia projects funded by the NIDDR at the ED, TATRC at the DOD, Navy Office of Research, as well as participating in the nation-wide collaborative efforts such as GHUCCTS at the Georgetown–Howard Universities. Dr. Libin is a published researcher who is proficient in both quantitative and qualitative methodology. More than 50 papers and 11 books in four languages (Russian, English, Spanish, and Japanese) on a wide range of topics in multimedia technology and cyberpsychology, public health and health literacy, disability and rehabilitation have appeared in national and international journals. His work in Robotherapy and Robotic Psychology, together with Dr. Elena Libin, resulted in his being acclaimed as an outstanding contributor to the assistive technology field and resulted in two chapters for the Encyclopedia of Applied Psychology (Oxford, 2005).

Terry comes to SiTEL as a Senior Level Manager with 25 years of expertise in distributed application development, learning management systems, P&L/general management, sales and customer service, streamlining operations, cost cutting, continuous improvement, technical implementation strategy, and process engineering. He has a stellar international track record in leadership in diverse organizations, and he is a resourceful problem-solver who combines technical knowledge and business acumen to deliver results. Among his many professional accomplishments, Terry has planned, orchestrated, developed, and scheduled web-based development operations of $2M Technology Centers in India, Russia, Australia, and China, and he has also managed a 250-person global application development team to create libraries of web-based training courses for the Gartner Group. Terry most recently served as a Senior Program Manager at Serco NA, Inc. Terry earned his M.S. in Technology Systems Management from University of Maryland, College Park and his B.A. in Business Administration and Marketing from Methodist College. Additionally, Terry is a retired military officer and has spent 20 years serving in various capacities within the United States Army.

Debra Richmond joined SiTEL in 2010 as the Lead Master Planner for the Clinical Simulation Centers. She oversees the operational activities across all the simulation centers, from tactical logistics to strategic business planning for the future growth of the clinical simulation center service line. Deb is a business, operations, and engineering leader who has spent most of her career in large high-tech computer sales organizations. She began her career as a microprocessor design engineer for Motorola, managed application development at Johns Hopkins Hospital, architected highly available solutions for Digital Equipment Corporation sales, and held leadership roles in sales/systems engineering and business operations for Sun Microsystems. Deb holds a B.S.E.E. with Honors from Lafayette College and is a Certified Six Sigma Black Belt.
